Festival Pre-Juvenile teams consist of eight to sixteen skaters. The team shall perform a free skating program to music of 2.5 to 3.0 minutes (+ or -10 seconds) in duration. Music may contain vocals. Teams must include at least three of the following elements in their program:

- straight line
- wheel
- circle
- block
- intersection

Team members must not have reached the age of 12 as of July 1 preceding the competition.
